This is a worthwhile article as it gives both sides while pointing out that
there is decades of data which could well be the extra data David Seymour
has been refering to, as well as a method to measure the effectiveness.

So with a 3 to 8 times return on the countries money who wishes to opt out?

There will almost certainly be public sector advice relating to the
scheme from the time of the previous government - possibly to both
Education and Social Welfare departments. Seymour has had time to ask
to see any such advice - but it is likely that it conflicts with
advice from the Atlas Network that we once worked for.
