Carlson isn't entirely honest about who exactly this guy is or his level
of influence within the Russian state. He has written in the past about
about how Russia should go about undermining and destabilising western
governments along with invading its neighbours. In particular, he is the
author of this notable book:

So I'd take anything Dugin says with a grain of salt. He is not a
neutral actor and he does not have good intentions.
